In 1994, the government issued orders to prohibit various developments within a 10-kilometer radius of Himayatsagar and Osmansagar lakes, which are essential sources of drinking water.

A committee was formed to make recommendations for the protection of the lakes, and their second interim report was submitted in 1995.

After reviewing the committee’s recommendations, the government modified the earlier orders as follows:

• Prohibiting polluting industries, major hotels, and establishments generating pollution within the lakes’ catchment area of up to 10 kilometers from the lakes’ full tank level.
• Allowing residential developments in residential use zones with certain protective measures.
• Restricting the Floor Space Index (F.S.I) to 1:0.5 in the catchment area to preserve agriculture and protect the lakes.
• Monitoring the level of different pollutants and prohibiting polluting industries within a 10-kilometer radius of the lakes.
• Implementing measures to prevent acidification of the lakes due to air pollution.
• Prohibiting the location of industries in the prohibited zone.
• Conducting further studies of existing industries and taking action under the Pollution Control Act.

Specific orders were issued to protect the raw water channel from Osmansagar to Asifnagar, including requirements for layouts and building permissions and the prevention of sewerage/sullage water discharge.

Previous orders from 1989 related to building works, check dams, lift irrigation works, and storage reservoirs in the catchment areas are to be effectively implemented.
